BOARD OF DIRECTORS

 

The MRC board of directors is composed of the mayor of each municipality in the MRC territory. The regular sessions of the board take place on every fourth Wednesday of each month, at 8 p.m., except for the month of July where there is no meeting and the month of December where it is held on the third Tuesday at 5 p.m. These sessions are open to the public and take place at the Deux-Montagnes’ Municipal Court located at 400, Deux-Montagnes bolvd., suite 101, Deux-Montagnes.

Accessibility and public transportation system

The MRC de Deux-Montagnes is easily accessible via highway 640 (east west), route 148 (north south) and route 344 (east west). It is located within proximity of highways 13 and 15, which allow a quick access to Montreal.

 

The modernization of the Montreal-Deux-Montagnes commuter train route, under the responsibility of the Agence métropolitaine de transport (AMT) (www.amt.qc.ca) substantially improved the quality of public transit to Montreal.

 

The public transportation and paratransit systems on our territory are provided by the CIT des Laurentides (www.citl.amt.qc.ca) and Oka Express. You may contact the CIT Laurentides at (450) 433-SURF (7873) and Oka Express at (450) 479-8333, extension 238. Our users can also benefit from the Société de transport de Laval service (www.stl.laval.qc.ca) at the Saint-Eustache terminus.

FROM MONTREAL :

 

  1. Take highway 13 north or highway 15 north
  2. Take highway 640 west (direction Oka).
  3. Take exit 8 «Deux-montagnes, Boulevard des Promenades, Sainte-Marthe-sur-le-Lac
  4. Stay on your right on the ramp so as to arrive on Boulevard des Promenades.
  5. Turn left at the first traffic light on 20th Avenue.
  6. Turn left at the 2nd stop on Boulevard Deux-Montagnes (Ultramar on your left).
  7. The MRC offices are located to your left on the 2nd floor of the train station building.
  8. You will receive a parking sticker according to the space availability in the employee parking.

The primary role of the MRC is that of planning the land use and development of the territory through the elaboration of a planning scheme. This document is a planning tool establishing the guidelines of the territory’s physical organization all the while co-ordinating the choices and decisions that affect all of the municipalities involved, the government, its ministries and agents.

 

The MRC must ensure that the municipal general plans and by-laws are in accordance with its development plan.

 

Jointly with the main palyers in the region and in accordance with the provisions of the Land Use Plannign and Development Act, the MRC is presently revising its planning and devloptment shceme. The objective of this process is to :

 

  • Establich a consensus among the local municipalities with regards to strictly regional and intermunicipal issues;
  • Ensure the consultation relating to development problems affecting many neighbouring MRCs (i.e. management of urban growth, transportation planning);
  • Ensure the conciliation beween the directions and the governmental and municipal projects;
  • Integrate perspectives linked to the socioeconomical development and environmental balance into the territory’s development plan;
  • Devise a territorial plan wher the land use and development will be linked so as to bring together, on the territory, suitable conditions to strive for an increase in living standards (economic development), all the while maintaining and promoting life environment (social and cultural environment) and the communities (natural and built environment);
  • Establish a set of guidelines for land use planning to be observed by the local municipalities by adoption standard city plans and by-laws. Those will link the government, its ministries and agents when they plan to intervene and this, only in as much as provided by article 149 of the Land Use Planning and Development Act.

 

FARMLAND PROTECTION

The MRC is responsible for the creation of an advisory agricultural committee composed mainly of representatives from the agricultural community and the municipal community. The role of this committee is to make recommendations to the MRC board on various issues pertaining to the farm land-use planning, the agronomic practices as well as to the related environmental aspects.

 

FIRE SAFETY COVER PLAN

Under the Fire Safety Act, the MRC is liable for establishing a fire safety cover plan, in collaboration with the local municipalities and in agreement with the government directions, comprising :

 

  • The inventory, assessment and classification of hazards;
  • The optimum fire safety objectives for each category of listed hazards or for each section of the territory;
  • The actions to be taken by the municipalities to achieve their protection objectives;
  • The implementation plans for each municipality.

 

This action allows for the inventory of various hazards, the assessment of our capacity to act when such a risk materializes, the development of a consensus building culture and the improvement of the efficiency and effectiveness of the resources available.

 

The MRC must ensure a follow-up on each of the municipalities’ implementation plans through a standing committee created specifically for that purpose.

 

WASTE MANAGEMENT PLAN

The madate of elaborating and implementing a waste management plan was assigned to the communauté métropolitaine de Montréal.

 

ARTS AND CULTURE

Thanks to a partnership agreement entered into by the MRC de Deux-Montagnes, the ministère de la Culture et des Communications du Québec (MCCQ) and the Villes et villages d’art et de patrimoine network affiliated with Université Laval, the MRC hired a resource person who’s principal responsibility is to work at promoting the culture of the region, both at the historical, heritage and artistic levels.

 

An advisory committee was created to elaborate an educational package for 3rd grade children, promoting the history and heritage of the region.

 

TAX SALE

 

The MRC is responsible for the sale of properties for non-payment of taxes for and on behalf of the municipalities of Saint-Joseph-du-Lac, Pointe-Calumet, Oka and Saint-Placide. This sale takes place once a year on the second Thursday of May, at 10.a.m.

 

HOUSING

 

The MRC is in charge of carrying on certain programs and services such as the Société d’habitation du Québec’s financial assistance programs (www.habitation.gouv.qc.ca) designed to meet the needs of rental househoulds, low-income homeowners and housing contributors.

 

Their purpose is to foster access to proper housing conditions, improve housing and living environments, produce affordable housing and foster innovation and recognition of Québec’s housing sector expertise.

 

  • RénoVillage

The objective of this program is to help modest or low-income owners living in rural areas to renovate their homes in order to repair serious defects.

 

Financing is provided by the Quebec and Canadian governments : the Société d’habitation du Québec and the Canada Mortgage and Housing Corporation.

 

  • Home Adaptations for Seniors’Independence

The Home Adaptations for Seniors’Independence program offers financial assistance to low-income seniors aged 65 and over who have difficulty accomplishing certain daily activities at home and require that minor adaptations be made to their house or apartment.

 

The program is funded jointly under an agreement between the Société d’habitation du Québec and the Canada Mortgage and Housing Corporation.

 

It is important not to begin work before obtaining the eligibility certificate issued by the MRC. The amount of financial assistance granted to a senior depends on the cost of the materials and labour required to carry out the adaptations.

 

  • Residential Adaptation Program

The MRC is responsible for carrying out the Residential Adaptation Program. This program provides financial assistance for people with mobility limitations.
